WAR CRIME'S PART 1 - TO THE VICTOR GO THE SPOILS In the depths of Gotham City's subway, Batman interrogates Alexandra Kosov, leader of the Odessa Mob, about Black Mask's plans. She remains silent. Batman binds her hands and feet behind her and suspends her from the tunnel ceiling. As a train approaches, Alexandra's panic leads to a full confession of Black Mask's operations. Batman rescues her just in time, taking her glass eye as retribution for her gang's misdeeds during the gang war. He leaves her in the dark, cautioning her about the empty socket. Reporter Arturo Rodriguez features on his show, spotlighting Gotham's significant crime cases. He introduces Aaron Black, who discusses the gang war's aftermath. Black points out that not only criminals and vigilantes are at fault, but also the Gotham City Police Department for losing control. He delves into Stephanie Brown's death, the vigilante known as Spoiler and the recent Robin, criticizing Batman for risking young lives. He suggests Stephanie's death, shrouded in mystery, might have been avoided without the gang war's chaos. Black calls for a memorial for those lost in the conflict. That evening, Bruce monitors a meeting Black Mask was to attend, but the criminal is absent. In the Batcave, Bruce reviews data on the Batcomputer as Alfred arrives.
