"Power Struggle" Upon Captain Atom's arrival, the President, in the White House Oval Office, is stunned to receive a call from the Joint Chiefs informing him of a tactical nuclear missile launched at Captain Atom as the "only chance to save America," despite the proximity of everyone, including the President. When the missile strikes Captain Atom, he absorbs the blast, sparing all lives and the surroundings. Atom then teleports to the Oval Office, stating to the President that they "need to talk." Following an incident where a Secret Service agent shoots at Atom, only to knock himself out with a ricocheting bullet, Atom formally presents himself and his predicament to the President, seeking assistance from him and his administration. The President, somewhat entertained, responds that he lacks the ability to help Atom return to his world and further explains that in this world, ordinary humans lack the authority to act, while superpowered individuals hold the real "power" to "decide who lives and who dies." Meanwhile, in New York City, Nikola Hanssen doubts Cole Cash's claim of being from "meta-human compensation affairs." Cole attempts to convince her of her emerging superhero status, which is momentarily confirmed when Nikola levitates. Cole then leads Nikola to an alley, revealing her connection to the Void entity, evidenced by the signature mark on her pierced right hand. Back at the White House, Captain Atom, troubled by his conversation with the President and the pervasive fear of "heroes" on this Earth, encounters Majestic once more. Atom, infuriated, confronts Majestic, accusing him and others like him of causing the public to fear their protectors. Majestic responds by seizing Atom by the throat, asserting that their actions were in humanity's best interest.
